There is no evidence that either of the photos were ever used in Soviet propaganda before Stalin’s death. There would be millions of copies of it, if it was used as propaganda. Likely Yezhov was added as a part of anti-Stalin propaganda, either to get Stalin murdered and/or by the new leadership to execute Beria.
