Here is a more brutal suggestion that I think will work even better: If your country ever gets to war, all the Jews will be sent to the frontline. They had the international connections to avoid war, but they didn’t so this law will keep the country safe, but also make Jews highly respected like The Swiss Guard or Varangians. Even if they are just signed up as canon fodder if and only if they fail in the diplomacy.
