I get how this works, but getting it to work - How?!? How do the space laser find other satellites, and more importantly, what was the process of developing this system?
The laser communication systems on Starlink satellites likely use optical phased arrays, which can steer laser beams without moving parts. These arrays can adjust the phase of the light waves to direct the laser beam towards a target satellite.
Inter-satellite laser communication
SpaceX has been secretive on the details of the inter-communication between satellites, but the last released FCC filing shows that each satellite will contain 5 individual lasers which will transmit information from satellite to satellite via light pulses. How will SpaceX ensure that the pointing requirements are met at all times for this system to work? We do not know yet, but the coming Starlink tests will tell.

To focus upon one side of the party today would be to focus upon only a part of the problem. Congress had originally been set up as a one party system called the Democratic Republicans and the Presidency had been created to be the Highest Office of the Land. The Presidency cannot become the Highest Office of the Land until this Office begins issuance of a currency unique to this land alone separate from other currencies such that other currencies cannot transact in this country; at that time America will become an empire of its own separate from other empires. The separate currency will then bind all Americans equally to laws they decided upon with their votes and are passed by a President. As we worked to begin issuance of our own separate currency from the Presidency everyone serving for the currency of the British Empire worked to prevent us from issuing a separate currency. The British Empire created the Police Departments to control slaves, serving for their currency to enforce their laws, a dictatorship which began in the 1500's when the House of Judea was enslaved by a foreign Oriental invader. These invaders next murdered the royalty of France and England. In England they established the Bank of London, England issuing a currency creation of their own. Through the currency issued all job positions are bound to obey their laws; they can pull whole countries to war with this currency issuance. The 2nd Amendment was written so that Americans would be armed against the Police Departments, forming militia's to protect our people from them. The division in America's party system came about because those wanting freedom from slavery were the largest part of the American people, thus becoming Republicans while Democrats are those wanting to continue the British Empire's system of slavery. The moment the currency of the Federal Reserve began issuance our United States Constitution was violated with the very crime of treason it warned against, a hanging offense which cannot be prosecuted while this currency is issued. This currency binds all job positions to obey the laws of the British Empire. The votes of the people cannot decide the laws passed while the currency of other people binds all job positions to obey their laws. If Americans could forcibly stop all issuance of the currency of other people every law they have written would then have no binding.
