All it takes is a corrupt art "expert", and a financial org willing to forward the BS to justify it's purchase... voila! Ready for sale to the next money launderer.

Real Estate is much more scrutinized. That's why the largest banks in the world are leaders in money laundering, as they have lucrative organized crime clients that are looking for high investment property development. In the end the properties are far too expensive for just about all, and the Real Estate Industry takes over to manage the properties. Often, those are left >50% unoccupied.

Cost overruns on infrastructure development - most common in 3P (private, public partnership). The "private portion" getting the benefits of their "investment' by collecting profits from the public sector, and the assets.
